In the early 1990s, AUVSI established a ‘Federal Aviation Authority Industry Support Group’, whose purpose was to encourage work towards the certification and regulation to permit unmanned aircraft (UA) to fly in non-segregated airspace. Subsequent activity has led to the formation of three expert groups now addressing this area.

ASTM F38 (USA-based) addresses issues related to design, performance, quality acceptance tests, and safety monitoring for unmanned air vehicle systems. Stakeholders include manufactures of unmanned aerial vehicles (UAVs) and their components, federal agencies, design professionals, professional societies, maintenance professionals, trade associations, financial organizations, and academia. Over 180 members are involved in this multinational initiative; all participating actively within a three-tiered subcommittee structure focusing on airworthiness, flight operations, and operator qualifications.

Committee F38 meets twice a year, usually in May and November, with approximately 50 members attending three days of technical meetings. The Committee currently has jurisdiction of over 2 standards, published in the Annual Book of ASTM Standards, Volume 15.07. RTCA SC-203 (USA-based) is working towards products to help assure the safe flight of UA alongside manned aviation in the USA National Air Space. The products include Minimum Aviation Systems Performance Standards (MASPS) for unmanned aircraft systems (UAS) and their Command Control & Communications and Sense & Avoid systems. Chairman: John S Walker JSWalkerGroup@aol.com

EUROCAE WG73 UAS (Europe-based) is a working group of the European Organisation for Civil Aviation Equipment, based in Malakoff to the South of Paris. It typically has three plenary sessions each year. WG73 is organized into four sub-groups (SG). SG1 is focused on the operational aspects of UAS, while SG2 focuses on Airworthiness aspects and SG3 on Command, Control, Communications, Spectrum and Security. The Small UAS Focus Group is adressing all aspects of access to airspace for UA of less than 150kg, which fall under national, as opposed to Euroepan, jurisdiction. WG73 is addressing some 29 work packages across its remit. Secretary: Dewar Donnithorne-Tait dewar@auvsi.org
